Please join us on Wednesday, November 18, 2020, 1:00 pm EST, for a fireside chat with satellite legal and regulatory expert, Ruth Pritchard-Kelly, Vice President for Regulatory Affairs, OneWeb. She brings an extraordinary wealth of experience and knowledge to the topic of regulatory and spectrum issues shaping and driving the non-geostationary satellite constellations. The moderator is, Brian Weimer, corporate partner, SheppardMullin, and a leading expert in representing FCC licensees on a wide range of issues including rulemaking, licensing and enforcement matters. He also advises foreign and domestic clients on international telecommunications issues.

Ruth Pritchard-Kelly has over 25 years of experience in the commercial communications satellite industry and is currently the Vice President for Regulatory Affairs for OneWeb.

She oversees a global team of legal, technical, and policy analysts who work to reform regulatory and spectrum policies internationally, specifically on behalf of the newer non-geostationary satellite constellations such as OneWeb.  Prior to OneWeb, Pritchard-Kelly was the Director of Regulatory Affairs for O3b, now SES Networks, where she successfully licensed the space and ground segment worldwide for that medium-Earth orbit satellite constellation.

Pritchard-Kelly has also worked for the law firm of Swidler Berlin (now Morgan Stanley) and American Mobile Satellite Corporation, an early US mobile satellite licensee.

She has a Master’s Degree in space and telecommunications policy from George Washington University’s Space Policy Institute, as well as a J.D. from the University of Maryland.  Ms. Pritchard-Kelly is an elected member of the US Department of Commerce’s Spectrum Advisory Committee, and serves on the boards of the US Telecommunications and Training Institute and the Arthur C. Clarke Foundation.

 

Brian Weimer is a corporate partner in the firm’s Washington, DC office and Leader of the firm’s Communications Practice Group. Brian is recognized by Chambers and is consistently selected for inclusion each year in Best Lawyers in America in the Communications Law category. Areas of Practice Brian provides regulatory advice to clients in the telecommunications industry, with particular emphasis on satellite, wireless and media companies.

He acts as corporate counsel to telecommunications companies in M&A and financing matters and also advises on Federal Communications Commission (FCC) regulatory issues presented by these transactions. Brian represents FCC licensees on a wide range of issues at the FCC, including rulemaking, licensing and enforcement matters. He also advises foreign and domestic clients on international telecommunications issues such as satellite landing rights, cross-border M&A transactions and the Committee on Foreign Investment in the US (CFIUS).

Brian frequently speaks and writes on telecommunications-related matters at industry events. He is also actively involved in the Federal Communications Bar Association, where he has served as co-chair of the International Telecommunications Committee, the Transactional Practice Committee and the Wireless Committee. He is also a member of the Washington Space Business Roundtable (WSBR).
